    A hard reset does not resolve the problem. Can I flash a new factory image without enabling debug, which I cannot do as it does not boot?

    No. And you have to unlock the bootloader (both in Debug options and with fastboot - which will wipe the device).

    Try plugging the charger in for a few hours, if you can't boot into the bootloader (power + volume down) without immediately shutting down..
