Side by side, different signal strengths

On T-Mobile.

One N4 shows Signal strength of -89 dBm 12 asu and the other shows UMTS:3 as the network type, the other shows -51 dBm 31 asu and EDGE:2.

Why would they show different signal strengths? Will carry them both around for a day or two to see if it's consistent but doesn't make sense to me why one phone is getting 3G/HSPA and the other only Edge.

One thing you could try is to swap sims. This will eliminate any carrier throttling or carrier forcing EDGE on the sim. Just a guess.
