3.1A is way overkill for the Nexus 4. The device limits its current input to 1A.
As for the brand, sorry never heard of it..

Devices do not "limit current input", current is not "pushed" into anything... they DRAW current up to the maximum allowed by the device or the power supply. Any quality adapter that supplies a minimum of 1A should work fine with the Nexus, a higher amp rating will not damage the device or cause issues. I have used other models of Rocketfish adapters with no issues, so it should work fine, but using such a high rated adapter will not charge the device any faster than than a 1A model.
