It looks like this is a slightly older build, though. The app drawer background is black instead of transparent, and the Android version lists KLP. However, we do see 'GEL' home-like icon in the app drawer, which lends a whole lot of credence to the 'Google Experience Launcher' idea.

Yep. It's almost certainly going to be built into the Hangouts app with KitKat. The part that we haven't seen any indication of (or heard any information about) is Google Voice integration. I want Google Voice in Hangouts.

Soft-touch backing, aluminum banding around the sides? Gosh would that be killer.

Oddly enough, the biggest thing I'm taking away from this are the buttons... they look so substantial and I love it. Wasn't a fan of my N4's button when pressing them without the case (small matter, I know).
