Why am I not able to view photos without internet?

Not able to view photos without internet

OS PLATFORM: LOLLIPOP 5.1.1.
MODEL: NEXUS 5 16 GB
WHEN WIFI IS ON AFTER TWO MINUTES ALL THE PHOTOS WILL BE SHOWN WITHOUT ANY BUGS.
WHEN IT IS OFF TIME DURATION OF 15 MINUTES WE CAN SEE THEN AFTER, NOT EVEN A SINGLE PHOTO CAN BE SEEN.
RIGHT NOW I UPDATED THE APP PHOTOS. IN THAT NOTHING IS POSSIBLE TO SEE.
RESET MY PHONE AT L.G. SERVICE CENTER, BUT THE SAME EFFECT OCCURS AGAIN AND AGAIN.
FOR SEEING A SINGLE PHOTO I SHOULD ON MY NET.THAT IS NOT POSSIBLE FOR ME.
WHAT SHOULD I DO
PLEASE GIVE ME THE DIRECTION TO GET RID OF IT AT THE EARLIEST.

You can download the photos and view them from the "on device" category. Or if they're still on the device, you can view them from the "on device" category.

Welcome to Android Central! Are the photos stored locally, or in your Google+ Photos cloud on the web?
