Google Backup Restore

Tried to flash a new rom today but having an issue. I get to the part of the setup process where i select which backup to use but I'm unable to select one. I hit next and it goes to the "restoring" screen for a split second and then comes right back to the backup selection screen. Any ideas? Is the backup for some sort of data? If i hit "setup as new device" will it still auto install my previously installed apps? Thanks for any input!

Maybe a hard reset will do the trick.

Setting up as a new phone will not download any applications to your device.
