I'm really getting frustrated trying to Root my Nexus 7 2013 wifi. With a windows 7 pc.
I've tried 3 tutorials but every one has a fault, something appears different on my PC or something doesn't show up. Even tried XDA suggested approach but it too won't show up on my PC the paths they say.
Right now my hurdle is there is supposed to be, CMD in the SDK\Tools folder.

I'm up to this point but no CMD in Tools folder nor does it work if I pull up CMD thru RUN.

UPDATE: Since then I have been able to UNLOCK the N72013wifi using, http://www.wugfresh.com/nrt/#comment-1145441647, but I cannot get it to ROOT. So currently my issue is getting Rooted, then after that I will work on reverting back to Jelly Bean.
