Nexus 7 notification bar and home button broken

Okay, so a couple hours ago, I decided to install a custom ROM. I made a backup of my tablet using TWRP, and then installed the ROM. It wasn't loading the play store and kept crashing so I restored my tablet from my backup. However, I have noticed the notification bar won't notify me of ANYTHING, the second drop down on the notification bar (I forget what its called, it shows you WiFi, Bluetooth, etc.) Won't come down and the home button is no responsive. I have to hit the recent app button next to it and tap on a blank piece of the screen to go home. I have Go Launcher and Nova Launcher installed. I have been using the tablet for 15 minutes now with these issues. I have restarted and nothing happened, and going into landscape doesn't fix it. Any suggestions?

May have to start from scratch with a dreadfull factory reset. Then try restoring ROM.
I hate advising factory reset because it is always a standard issue. Is it possible the backup didn't work right?
