4.3 System Update won't install

My N7 2012 says there is a system update ready to install but it won't complete the reboot and installation necessary to complete the update.

Is there anyway to force this last 4.3 update through so I can receive the 4.4 update?

I'm stuck at the same point as well. My Nexus 7 is rooted, and so it never installed the 4.3 update.

Did both of you install custom recoveries on your nexuses? or use the nexus root toolkit to unlock and root your nexuses?

Yes, I used the Wug's Nexus root toolkit.

My Nexus 7 2012 is still stock. After reading some of the nightmares some are experiencing, I think I'll let the new update stay locked out!
