Kitkat broke my N7. Very frequent reboots, NO WiFi.

The tablet in question is a stock, locked, unrooted 2012 Nexus 7.
On turn on I get "Google" then continuous tiddily winks.
if I press power, vol up and vol down together, I get to the unlock page and it will open and run normally, except I am unable to turn on wifi. No matter what I do I cannot get wifi to turn on. It says Turning Wi-Fi on? And that's it until it goes to sleep.

If I hold power, vol up, vol down for 10/15 seconds, I get the robot on it's back (No triangle or exclamation mark).
It tells me: (In red)
Fastboot Mode
(In white)
Product Name - grouper

(In red) Lock State - Locked

If I go to Restart Bootloader It returns to the previously described screen (Reclining robot)
Recovery Mode gives me the reclining robot with a red triangle with an exclamation mark, and in white "No command" under it. after about a minute it goes back to tiddily winks.

In settings, About tablet, it reports:

Ok, tried that. No luck. Someone suggested that if that didn't work to grit my teeth and do a factory reset.
So I went ahead with the factory reset. It starts the setup wizzard at US English then changes to WiFi setup and hangs there.

I guess refreshing the ROM is next?

Should I go back to 4.3 or say "what the hell" and go for 4.4?

I've seen something about 4.4.1 and 4.4.2 What's up with that.

Maybe I should just ask Santa for a N-10!
