Sharing PC USB dongle connection to a Nexus 7?

I'm using a USB dongle with a local sim plugged into my laptop but the person I'm with has a Wi-Fi Nexus 7 and would like to use the internet as well. I've tried things like setting up virtual WiFi through the Windows Command Prompt and programs like Thinix and Virtual Router.

With the latter two the device will connect but when a webpage is opened chrome just says that it is unavailable. With the former, it just keeps trying to connect.

As a side note, the device was updated to 4.4.2 yesterday but when chrome was opened none of their bookmarks were there, do you need an internet connection for old bookmarks to be added to the updated system?

Any help will be appreciated.
