cache no mount, cant unlock bootloader

I pray you can help

i have a nexus 7 2012 that was running slow.

it froze and i turned it off/on but it froze at the google logo

i read to factory reset through recovery

this failed/halted at
---wiping data...
Formatting /data...

after this i tried to clear the cache
this also
failed

i then tries to unlock the bootloader to install a factory image via fastboot

ive also tried adb sideload...

it cant mount /cache
