Nexus 7 Refuses to Boot--But w/o Battery, Backlight Comes Om

I was a fool and let my Google Nexus 7 tablet drain the battery down to nothing one too many times. The usual bug fixes pulled me through the first couple, but this time it's real. After doing about an hour of googling and trying little tricks here and there, I found that when I remove the battery and plug it in, the backlight comes on (faintly) and I see tiny bits of static all over the screen. I tried plugging it into my PC without the battery and I got a few seconds of harsh static image, then the usual static. It's plugged into the wall at the moment.

Another odd thing is that when I connect it battery-less to my PC and hold down the power button, my computer starts to look for APX drivers. Of course, it fails every time.

Any thoughts on this particular case? I've tried all the usual troubleshooting. You're my last hope, Android forums. I may try replacing the battery.
