    Original problem tablet failed to boot beyond google 'circles'.

    Tablet does not have usb debugging activated.

    Goes OK into bootloader mode, mode is unlocked, bootloader version 4.23, variant tilapia.

    Downloaded and unzipped factory image.

    them

    Fastboot erase boot
    Fastboot erase cache
    Fastboot erase recovery
    Fastboot erase system
    Fastboot erase userdata

    seem to work OK.

    Fastboot flash bootloader bootloader-tilapia-4.23.img

    produces

    sending 'bootloader' <3911KB>...
    OKAY [ 0.531s]
    writing 'bootloader' ...
    FAILED <remote: <InvalidState>>
    finished. total time: 0.766s

    and

    signature mismatch

    in red on tablet.

    The 4.23 agrees as does tilapia.

    So where have things gone wrong?

    This is a known problem that's been hanging around the Nexus 7 like a bad smell since August of last year and that resolutely refuses to go away.

    For reasons which remain inexplicable, some Google Factory Stock images for the Nexus 7 ship with a version of the v4.23 bootloader that CANNOT BE FLASHED without error. This problem affects both 'grouper' and 'tilapia' devices alike.

    Take a look at this post on XDA for a technical analysis into this longstanding and known problem...
