I've been working on this one all day.. I've cleared and retried everything a couple dozen times and its not working.
Hope someone can point out my problem.
I had 5.0.2 Lollipop installed and got tired of the slowness so I thought I'd flash back to an older version. However now its bricked and gives booting failed in the upper left corner.

Any time I try to flash the bootloader I get an error saying remote (Invalid State). I tried googling this and found that there has been a problem with the bootloader and to use an older version of the bootloader. I tried this and it still failed. I'm pasting in the latest attempt. Hopefully someone can tell me where I'm going wrong or point me at a file that I've missed:

Any suggestions or ideas would be appreciated. I've tried factory images from 4.1.2 to 4.4 on the Google developers site.

    Thanks!

Try a 5.0.2 image. If that works it means that you can't "downdate" that device past a major version number (IOW, from 5.0.2 to 5.0 is fine, but 5 to 4 isn't.) I don't know Nexus and don't have that one to play with, so I can't be sure, but some devices just can't go back past the major version number.

If not, and no one here has an answer, head over to Nexus 7 - XDA Forums and ask for help - those people have the device, and many of them are ROM developers, so they've bricked their many times and know how to get it working again. (I run a Note 3 - I was playing with ROMs last week and probably bricked the phone about a dozen times. It wasn't a big deal. But you can't use the Samsung tools to unbrick a Nexus. The developers at XDA will have links for ROM images, programs, techniques - to them, unbricking a device is a boring little thing you do when you make a mistake.)

Maybe try Wugfresh Nexus Root Toolkit and when restoring factory image, use the Soft Bricked/Bootloop option under Current Status?

I tried the wugfresh toolkit. For some reason it woldn't see my N7. No matter what I tried it would not see that it was connected even though ADB and fastboot worked fine from the command prompt.

I think I managed to fix it. I noticed the image for 5.1.0 out there today, downloaded it and supposedly all flashed OK.. Its on its first boot right now and I'm starting to see signs of life. I just wish I could get it to go back to 4.4.4 or older. Lollipop is really slow.

    Thanks for the pointers everyone.

the Nexus 7 is almost impossible to brick completely. Wugs toolkit is always the way to go

Yeah, I've found out how hard it is to truly brick these past few days.

The Wugs toolkit just would not work for me.
Another weird thing. The flash-all.bat didn't entirely fix it. It would just hang at the swirly screen and not go any further.
I ended up wiping everything again and doing the fastboot commands by hand from the command prompt. This time I tried flashing JWR66Y by hand and this time it flashed, and right now I've been able to get booted up and all my apps are being downloaded .. So, more strangenes.. I'm just glad it's back from the un-dead. It may be old but there's no other tablet I'd ever want to have.

Thanks to everyone for all the pointers. I appreciate it.
