Turns on when charging, always discharging now. Why?

Turns on when charging, always discharging now.

So the the battery performance had been terrible for a long time.
If the screen is on, it's discharging no matter what. Now it's discharging when on at all, even while asleep and plugged in. It gets hot too.
Now it's worse. It turns on when I plug it in even if it's off. Instead of displaying the battery charging graphic, it does something weird. Flashes on the screen, then turns on.
