I did not realize others were not aware. That is how I got mine updated yesterday after not being able to get the OTA. I did the same for a friend today on a newly purchased Nexus 7.

I only flashed the factory recovery. Here is the direct link.

Factory Images "razor" for Nexus 7 [2013] (Wi-Fi)

    https://dl.google.com/dl/android/aos...y-4f77b811.tgz

My guess is the factory recovery includes everything you need. The binaries are for someone that just wants to update their current build to the latest. Just guessing though, I could be wrong.

I am I correct in assuming that this install will remove all installed apps and their associated data?

Is your bootloader unlocked? If so, use a text editor to view the flash-all.bat file and remove "-w" from the fastboot update command. For example, if the line reads fastboot -w update image-razor-jss15q.zip, it should now read fastboot update image-razor-jss15q.zip. The -w option instructs fastboot to wipe data.

If your bootloader is locked, there is no way around it. Your data will be wiped.
