It can take a while to roll out to everyone. I got it on my N5, but both my 2012 & 2013 N7 are still waiting.

I haven't gotten it either. Others are still reporting that they're receiving it OTA, so it doesn't seem that it's been pulled (as some people have been speculating). We just have to keep waiting, unless you want to sideload it.

How do I sideload it?
Look here - just
- boot into Fastboot mode (with the device completely off, press-and-hold Volume Down + Power)
- connect it to your computer
- download Fastboot.exe from XDA
- run "fastboot oem unlock" from a Command prompt (elevated to Administrator privilege) (this WILL wipe your device)
- then extract the contents of the firmware download and run the "flash-all.bat" file
