That's because the LTE versions have to go through the providers like AT&T, Verizon, etc. The wifi versions don't.
I have not seen any OTA updates for any version of lollipop for my 2013 Nexus 7 LTE. (I am still on 4.4.4.)
Has anybody received any OTA updates?
Any reasons why this would be the case?
I am running completely stock on Verizon.

Good Grief! We now have to endure fragmentation on Nexus models!
My guess is that Google skipped 5.1 for the nexus 7 and nexus 9,and is going straight to 5.1.1 with the fix for the memorie leak,that is the only reason that after 3 weeks of updating others nexus devices these 2 has not been updated,but this is only speculation only Google know
Got 5.1 on my N7 2013 16 Gb yesterday. So far, so good. I have an N7 2013 32 Gb that was purchased one week before the 16 Gb and have not got the update as of this morning.
Would be interested to know how, since Google hasn't published a 5.1 factory image or binary image for the 2013 N7. I would love it to be true. Really hoping the update fixes my constant reboot issues.

Ya I dont really believe what he says. Because there's no way, like I said earlier they're going straight to 5.1.1 instead of releasing 5.1. That's why we are waiting still...

Turned on my N7 2013 and notification says update ready for download (5.1). Downloaded, installed and all if fine. Sorry if you don't believe me.
My 2013 N7 2013 is NOT LTE and I got the update. BTW all N7's are at least WiFi, some models are LTE 4g also.I got it, now I see you didn't clarify what model you had. It's only for the 4g model and not the WiFi. My mistake, next time note it better
