It won't install latest update

I finally updated my N7 (2013) from 4.4.4 to 5.1.1 in hopes to get 6.0 The system update says there is still a small (13.8 mb) update to install (already downloaded and verified), so I click "install and reboot". Machine counts down, but never reboots. I've manually rebooted 2x. Same thing. I've wiped the cache partition 2x. Same thing. Build number is LMY481. Wifi only.

I've had this a few times but you can side load the OTA via ADB and not lose your data. You can get files from here though you have to do each file in sequence:

I had the exact same issue, ended up doing a factory reset in prep for 6.0 and that solved the problem.

Thanks for the suggestions. The ADB route looked too complicated to me, so I did what I didn't want to have to do and did a factory reset. Then I got a couple more updates and then the 6.0. My son is going to kill me if all his Minecraft and Clash of Clans work is gone.
