From Google support today:
"We already submitted a bug report to our Product Specialist. We appreciate your help in generating the bug report on your device as it will help us check the reason for the issue.
As for the resolution, you will need to perform a Factory Data Reset on the device and make sure it is connected to the internet during setup to resolve issue. This will erase all local data on your device, so I'd recommend backing up your personal pictures, music and video files before performing this step.
Factory Data Reset:
• Settings -> System -> Reset Options -> Erase all data (factory reset).
