Visual Core and Developer Options

This may seems a ridiculous question, but after I activated visual core and reboot can I turn off developer options and the Visual Core option still stay active?
 
I don't know if anyone else is seeing this, but after the 8.1 update I enabled visual core and my battery life took a significant hit, pretty much what I was getting on my OG Pixel. With the P1 the max battery life was 4hrs SOT with 14-17 hrs off the charger. My P2 has gotten up to 6hrs SOT with 15-20hrs off the charger. I disabled visual core and the battery life is back to where it was before I enabled it. Anyone else seeing a battery hit after enabling visual core?
 
How do you mean disable visual core? If you mean the slider in developer settings for HAL etc that doesn't disable VRCore.

Yes, sorry, that's what I was referring to. But according to an article on AC, they mention that's the way to enable visual core. Whether they were being simplistic about it or not, the fact of the matter is my battery life increased substantially disabling it.
