battery suddenly won't change to 100%

This just started happening a couple days ago. My phone will not charge to 100% anymore. It stops at 99%. Does anyone know why this might be happening or how to fix it?

First, reboot your phone. Secondly, I am not sure whether it is 99 or 100, it matters.

Are you using the stock charger and cable for fast charging? Or does it happen with both regular charging and fast charging?
How long have you had your phone? Have you tried an application like AccuBattery https://play.google.com/store/apps/details?id=com.digibites.accubattery to evaluate the health of the battery?

I think you nailed it. I was using my rapid charger from my Nexus 6p because I'm staying at a friend's house and that's the charger that I grabbed. When I came home and charged the phone with the charger that came with my pixel 2, it charges to 100%. So for some reason the other charger won't give it 100%. Strange but I think that's what it is
