    Since the February security patch and updating the Google phone dailer I have lost my call screening function. I have the 2XL.
    Can anyone help?
    Google support was no help.

    Are you saying that when you open the Phone app and choose the three dot menu in the upper right corner and choose Settings, you don't see the 'Call Screen' menu item?

    This is what it looks like.

    I never had the wifi requirement before. And it still will not work if in wifi.

    You just (apparently) have to have Wi-Fi access to ACTIVATE the service, not to use it.
    As long as you you're in the US and have a supported Phone app version and a Pixel device it should work.
    You could try booting into Safe mode and see if if works; otherwise do a Factory Reset and setup as New and give it a go.

    Tried safe mode with no change.

    Dumped the phone dialer app and reinstalled with no luck also.
