If you don't already have a printer, get one that supports NFC direct and/or WiFi direct printing. The problem you'll have with WiFi printing through the hotspot is that the phone is creating a WiFi connection but it's not actually connected to that for the purposes of file movements. You should look for WiFi Direct in the spec list of any printer you're looking at. This allows the printer and phone to connect through what is called an ad-hoc WiFi connection and your print direct to the printer.

I have a Brother HLL2395DDW that supports printing over NFC, through use of an app that is installed on the device, or WiFi direct as well as other standard connection types. I haven't tested that feature, nor am I saying this is THE device to get, just using it as an example.

How about a Bluetooth enabled printer? Wouldn't need the hotspot feature at all.

Mobile hotspot is small battery operate devices that connect to a cell phone provider’ network. First of all printer connected to the mobile hotspot network it can be used would be on a regular wi-fi network. When you shareable printers can be used by other PC connected to the wi-fi hotspot. The user may need to install and configure printer drivers depending on the operation system in used. Unless owners manual specified otherwise, the hotspot is independent for connected devices.

I've done what your wanting to do with several different Samsung phones , note 8 and such .
Turn on the hot spot on the phone then connect the printer to the hot spot and print. I don't know if it'll work from your pixel but it can't hurt to try
