Widgets updating and Android Pie

Just recently noticed my Signal Spy widget isnt updating properly. When widgets dont update, is it generally their issue (the app developer) or is something in my android pie settings preventing it from updating? I turned off smart battery, gave it permissions it requested, etc. Are there other things I can check?

It's generally the app - something has to cause it to update, it can't keep watching the condition it indicates (carrier, tower, some change has to trigger it) or it will kill your battery quickly. Contact the developer at support@signalspy.com.

when I was using that I noticed the same thing. I just got rid of the widget put the icon on screen and every time I touched it it would update automatically to the current. also this way it wasn't always updating in the background, I didn't really need the widget anyway.
