Google has enabled that only for the Pixel 4/XL so you need to wait for a new system update. I remember reading a few months ago in xda about a workaround using adb commands, but I don't know if it's still working.

The problem is on Google side and the way they implemented full gestures on Android 10. They need to make a few changes in next updates and make the new gestures fully compatible with custom launchers. Until then there's nothing Nova's or Action's devs can do to fix the problem.
But I think we should blame the OEMs as well. Samsung or OnePlus stock launchers can be considered third party options as well when we talk about Android 10 incompatibilities and they managed to optimise full gestures with their own launchers. It's not perfect but it works just fine.
I guess it shouldn't be so difficult to open the same backdoor they found for their "stock" launchers and make it available for the custom launchers we love to use.
