I may have to do some testing on this. I am surrounded by Wi-Fi both at home and at work and often in the car (Comcast customer in an area with pretty good Xfinity coverage...) , so it is not easy for me to test Wi-Fi enabled but not connected unless I "forget" all my networks first.
If I disable Wi-Fi, I see the icon with the slash through it. When Wi-Fi is enabled and sees one or more networks but is not connected to any (secured networks that I have not entered credentials for, for example) I see a Wi-Fi icon with a small question mark. I will make it a point to monitor the situation during my drive home tonight.
At any rate, I think the original poster is referring to Wi-Fi disabled. What do *you* see if you disable Wi-Fi altogether?
PS: My phone is a Pixel XL, purchased directly from Google and on Google's Project Fi network.
