Simultaneous camera and YouTube app failure on Pixel XL

[Android Central Question]

On a Google Pixel XL: Camera fails in starting- opens to black screen for 2 seconds and 'Camera has stopped' dialog is box appears. Strangely, at the same time, YouTube app will open but the counter just spins on a white screen with no content loading. (Maybe erroneously) assuming they're related as both issues have persisted through restarts, cache and data clearances, removal of recent updates, an upgrade from 8.0.0 to 8.1.0, and finally a factory reset. I'm mystified. Any ideas? Is there any component of a start up sequence that the camera and this one app needs that they share (that no other app that I have installed does) that could be failing? Are they separate issues?
