I don't want google play music to access songs locally stored on my phone because they duplicate and means i can't cast some songs to my chromecast (because they are locally stored). I have the same songs on google play music but it accesses both my account and the local storage device. So how do i make it access only uploaded, on my account songs only?

Welcome to Android Central! I actually don't think that's possible. You can make it show downloaded music only, but you can't tell it to exclude downloaded music.

One workaround (albeit a big hassle) if you have a microSD slot would be to put all locally stored music there. So when you want to cast to Chromecast, you could Unmount the card (in Settings>Storage). When you're ready to use the card again, tap Mount Card.
