There are a couple things you can do. First though, you can search for "Play Store refunds" and they are giving refunds for situations like yours. You should be able to find the form to fill out by searching for the above.
Now, you can set the Play Store to require the password for purchases. That can't be turned off without the password. That will only work if only you have the password.
The second option is to call your carrier and restrict Play Store purchases on that phone. A card can still be used and free apps can be downloaded using either option.
