Do we get the same 4k content upgrade as iTunes?

I bought Valerian and the City of a Thousand Planets. I liked it in theaters and thought it would look great in 4k. Come to find, GPlay doesn't have it in 4k, but somehow iTunes does. I'm assuming it's a licensing/exclusivity issue, but does Google upgrade older HD content to 4k too? The HD stuff I had didn't get upgraded, but that may be because it isn't in 4k.

As in, when Valerian is in 4k on GPlay will I get it since I own the 1080p version?
