Project fi and WiFi connection questions

My wife uses Fi and for the most part, she loves it. She's on wifi a good portion of the day at home. Her problem is when she's out and about and connects to public wifi, like the library. It'll connect, but sending a text or even calling someone but doesn't work. It has a strong signal. She'll turn wifi off and back on, no luck. She'll turn wifi off and try sending text through data and most of the time it'll take a good 5 minutes before it sends.
Any idea what could be going on? Should she have her GPS on also (not that I think it'll make a difference)?
She gets frustrated when she's out grocery shopping and can't get in touch with anyone through wifi at the store.
