Problem with Wi-fi

Hi, I've had my phone for over two years now and until a few days ago had no issues with it.

Now, when I go to turn my wi-fi on to scan for a network, it says turning on for a few seconds, then turning off, then is pauses and says turning on again but gets stuck in this 'turning on' stage and I can't stop it, cancel or change anything in the wi-fi settings, it just always says turning on. This drains the battery and there is nothing I can do to stop it unless I restart the phone.

To fix this I have tried both a soft reset and complete factory setting reset, neither of which fixed the problem. Does that mean it's a hardware issue? Or have I accidently uninstalled a key app to search for wi-fi networks?

Any help will be much appreciated, I've read somewhere that 'rooting' might fix it but I have no idea what this is.
