Charging issues

Just drained and recharged my 3Vo for the first time. But i downloaded the circle battery application and it's telling me the battery is at 99% charged and the red light is still on. Me and my sister have charged our phones for near the same amount of time. She started about 20 minutes before mine and it hit green light at 99% but never 100%. So since mines redlighted still should I keep letting it charge or take it off?
