It is just a supply and demand issue. The 32GB cards have only come out in the last few months, and are only made by the big premium brands like SanDisk. The 16GB cards have been on the market for a long time so there is plenty of supply, and because no-name companies are making them, SanDisk, PNY, etc have to lower prices to compete.
As for some of the earlier stuff in this post, I had a 16GB card I had been using in my Backflip, and I just threw it in the EVO as soon as I got it. You should be able to put any fat32 card (and there are certainly ways to read ext2 with Android, but I don't know much about how/why) and use it, but it is typically a good idea to format the card in a device it will be used in.
However this SD card formatter that speeds up the cards sounds like a good idea.
