what does this symbol mean?

It's in the left upper corner on the left side of the task manager symbol. It's a green ball/circle with a little gray square attached to the bottom of it. Almoat looks like an animated piece of broccoli
It's not there all the time...just sometimes and I cannot figure out what it means????

If it's right beside the task manager symbol, it's probably running.
Pull down the notifications bar and see if it's something that is "ongoing".

Speaking of symbols, I haven't figured out, on the Power Control widget, what the second symbol from the right is: it looks like a refresh button between the GPS and Brightness switches:

I think that is for turning Sync on and off.

Yeah. Gmail, calendar, weather, etc...Whatever you have set up to automatically sync.

I think that symbol is the one more people ask about than any other. I had to Google it when I first got my phone. Imagine that, using Google to learn about my Google phone ;-)
