Android 2.2 (for those wondering) still has the 30fps limit.

Just so that is clear. This is with the HTC Android 2.2 release. You can always get that kernal from xda and up the FPS that way, but officially, it's still going to be at 30fps. I know the topic probably will be moved.

Well, it still could be added in the final release in a few days, it might never happen, or they could put it in a separate release. Does it really matter? Are you now going to return the EVO because of this? For me, it would be nice to have this fixed, but getting Froyo is a little more important right now. They can fix the 30 FPS limit at any time before the end of the year. For all we know they have been working on it and it is just not ready yet.

Neo Core is not a good way to test the cap since it is CPU intensive. Even rooted CM6+snapv3 my best is 30.1fps. Get FPS2d if you want to test the cap. I get 45-50fps on that since it is designed specifically to test max FPS.

And besides, benchmarks are designed to max out the fps. Running everyday things like the UI and home screens is much easier to do and will get around 50 fps doing those more simple tasks.
