What is /system/bin/ifqd

My EVO has been sluggish all day. I see this process using up to 80% of CPU. Killing gets things back to normal.

What is this process?

according to a post on XDA dev,

"It seems that IQFD is one of two CIQ daemons launched by init. I believe CIQ stands for Carrier IQ. This startup company is a provider of intelligence solutions to the wireless industry, using embedded diagnostic software, to give them a real-time picture of network activity. Carrier IQ's client list includes Sprint."

You can use autostarts apk if you're rooted to curtail and control which events triggers its running. Can't stop it but can screw with it.
