I recently installed a "living background" which turned off the Hardware accelerated graphics in order to work.

How can i turn this back on?

The Evos' hardware acceleration is not programmed into the kernel. HTC saw fit to not add this in. The program might say it turned it off but, it was already off and can't be turned on till a good developer adds it to the kernel.
