How do you activate ringtone trimmer?

When I first got the phone I was with my friend that has the evo and I was trying to make a ringtone. He was telling me to go open the file then select ringtone trimmer, this all seemed foreign to me so I just left the whole song as a ringtone since I didnt see a ringtone trimmer option. I convinced my self that maybe its just the mytouch that doesn't have it. Today I was going through the apps on the phone and came across Ringtone Trimmer and it was made by the HTC corporation. Is there anyway to activate it? or is it a dummy file?
