How do you face to face call on the android or do I need a third party app?

And is there a extra charge through your provider-?

Pretty sure you need an app, such as tango or maybe Skype.Should not be a charge from carrier as if I'm not mistaken they work wifi. Actually I know Tango works without wifi.

I would use Hangouts. It's roughly similar to Facetime on an iPhone.
