Interruptions not working?

I have a Telus HTC M7 running 5.0.2. After a recent update a few months ago, it seems DND was taken away. Now, when trying to use interruptions, they dont' seem to work. I have a downtime schedule set, but the phone just ignores it.

Also when I use the volume key, I do NOT see interruption options on the bottom of the bar.

Is anyone else having this issue?

I'm having the same problem on a T-Mobile phone on at&t network. However, I do have the DND option in pull down menu.
