How to fix "Unfortunatley, the process com.android.phone has stopped."

I did a factory reset of my HTC One (m7) through settings. After it reset it had the com.android.phone has stopped and when I pressed ok it would pop back up. I then did another factory reset the recovery menu and it did the same thing. I managed to spam ok and go through the first time setup and into the phone and noticed that there is no lock screen or top bar. I then also noticed that there was the system UI has stopped error as well. I then searched high and low how to fix both issues. I found someone who had the exact same problem as me on this forum (forums.androidcentral.com/htc-one-m7/363747-unfortunately-com-android-phone-has-stopped-after-recovery-resolved.html). I went through the fix that was on that post and the ROM Utility says that it has failed to update the phone.

I would go to the HTC dev site and download the RUU file for the phone. That should flash the phone with a fresh copy of the OS straight from HTC and may clear up any issues you have.
