My phone will not and has not ever been able to charge when the USB is connected to anything other than the wall outlet adaptor provided by HTC when I purchased the phone. It doesn't charge when connected to a computer, or when plugged into the USB port in my car. Has anyone else experienced this and have a fix? I'd like to be able to charge the phone while in my car or with a travel charger when I don't have access to a wall outlet.

When I plug it into a USB it shows that it is charging, but it never gains any battery life. It stays constant, or even drops by 1-2% if I'm using it for something like Google Maps.

If you plug the phone into your computer USB port and leave the phone's screen off, does it charge up after a while? USB ports provide fairly low current, so if you're actively using the phone, the charging rate usually gets outstripped by the battery usage.
