Why don't I have an option to use my back camera?

No back Camera option. Upside-down back camera.

HTC M8 Android.

When I open the phones main camera application there is no longer an option for use of the back camera. Other programs that use the camera also don't allow for the back camera to be used. However, Snapchat allows for use of the back camera but the image is upside down.
I've tried calibrating the G-Sensor. I've removed all updates for the camera application. I would use GMD Smart Rotate but the option for the back camera just isn't there.

I have Not reset the device to default.

Does anyone have any suggestions on how to fix it? Could this just be a hardware issue?

Try booting into Safe Mode. A third-party app may be causing the problem.

I've booted into safe mode and tried the camera. I got the same results when opening the camera though. Was there anything I needed to try while I was in safe mode?
