Custom firmware is not working on HTC One V

So I have my phone unlocked and rooted.

PRIMOU PVT SHIP S-ON RL
HBOOT-1.18.0000
RADIO-3831.19.00.120
cMMC-boot
Jul 2 2012,20:51:45

I followed all the steps. Installed Clockwork Recovery v5.8.4.5

got, primou_PAC_JB_4.2.2-v20.1.0_03MAR2013-224423

I followed these steps:
1. flashed boot.img from the ROM zip using fastboot
2. Entered recovery and cleared system/cache
2. installed from SD card

Didn't get any errors, but it always hangs on the HTC logo. It also has that "This is a development build..." red text at the bottom.

What am I doing wrong?

I am primoc, but I had a similar problem with pac Rom . I had to clear everything, flash the rom, clear dalvik and cache, reboot bootloader and flash boot.IMG, flash gapps, clear dalvik and cache, and then it would boot . Things got a lot easier when I got away from cwm.

Hey, I did all that, but still not working. So I installed AOKI and it worked! But not for long. I found out that, that particular ROM apparently sucked as it had major hardware issues like headphones not working and all calls being directed to the speaker. No way to turn it off. I removed that and installed AOSP and now it works fine.

Except for one problem, I can't seem to get my data plan working. Wifi works fine, my data is on, but I can't access the internet or anything. Anyone know why?
