Why do I have Insufficient Storage even after I have cleared cache?

My HTC 1 V reports the following storage available:
Internal Storage: Total space 0.94G Apps 846MB Available 115MB
Phone Storage: Total 95.23MB Available 42.56MB
Storage Card: Total 3.63GB Available 0.99GB

So how come I don't have sufficient storage to install (it was update but I tried uninstalling to see if that was more efficient) a 7.6MB app?

Yes, I've already used App Cache cleaner

The only apps that I don't/never will use are built-ins which Google Play refuses to uninstall

What else can I try?

Welcome to Android Central! The system has to have a certain amount of internal storage free in order to account for data that apps generate, so the threshold for low internal storage might be in the 100 MB range. So even though you want to install something that is listed as 7 MB (but remember that once it's installed, it will usually take up more space), it may still bump up against this threshold, and won't be installable
