Will non-sense roms have more storage?

I'm curious if non-sense roms will allow for more than 9gb's of storage. I've never owned a sense phone, so I was wondering if historically, putting a smaller, slimmer rom like CM gave you more storage. On my SGS1, I have 13gb's available with a vanilla ICS rom. Only 4gb is available, meaning I'd probably find myself pushing against the 9gb's of storage you get after sense and system apps are loaded.

If that's not the case, I may have to go for the international version, even if I really want the S4 and LTE.

This might be something devs will be able to play with. Currently about five gigs are devoted to the OS, so I'm sure ROMs without sense won't utilize all that space. It's just a matter of whether it can be repartitioned. I'm not a dev. So. Idk.
