Cant send email over mobile data connection

This started two weeks ago and I have no solution, ISP (spectrum), carrier Tmobile, and all they do is point the finger at each other and i still cant send email over a mobile data connection. Ive deleted the email account readded and changed my password. Emails get stuck in the outbox and dont send until i get on a wifi connection.This is the error i get when setting the outgoing server up.

Have you gone to settings and make sure that the background data is not restricted for the email app?

I have and it is not.

This resolved itself some how. I didnt factory reset or or anythng. Although HTC "support" wanted me to but I refused.
